Volunteers of the Member Plus program are NOT authorized to handle in-game violations. You have to report in-game violations at the appropriate complaints forums like anyone else too since the Code of Conduct applies equally to all players on Voobly including Member Plus.
There are many reasons for this and we will explain below, why we have changed this almost 10 years ago. For one you are not allowed to handle in-game violations anyway since you were playing in that game and two, if you were not playing, then you don't have the any screenshots which you require as evidence in order to take appropriate action. Furthermore, all in-game violations for rated games require a report at the forums, as you need the match link of the rated which is not available as long as the game is still in progress.
Booting players on Voobly Client for in-game violations is considered an unwarranted use of this privilege, and thus considered to be an abuse of Member Plus privileges. Any abuse of this privilege, or any others associated with the Member Plus program, is grounds for the revocation of your Member Plus status.
